NEOM, the ambitious mega-city project in Saudi Arabia, is looking for a senior manager of planning Governance to join its urban planning team. 

This role is crucial in shaping the city’s future as an innovation hub and a model of sustainability.

Role Overview

The senior manager of planning Governance will report to the Executive Director of Regional and urban planning and play a pivotal role in developing and implementing planning policies and regulations. 

The successful candidate will work closely with NEOM’s Planning Authority and various stakeholders to ensure the aligned execution of master plans.

Key Responsibilities

  • Policy Review and Finalization: Participate in reviewing and finalizing the Planning Founding Law and draft planning regulations.
  • Master Plan Governance: Develop and manage the governance systems for Master Plans and Regional Plans in NEOM.
  • Collaboration and Communication: Ensure effective communication between the Planning Authority and master plan proponents, facilitating aligned implementation.
  • Digital Planning Management: Lead the establishment of a digitalized planning management system, enhancing NEOM’s planning capabilities.
  • Awareness and Training: Promote NEOM-wide awareness of available planning tools and guidelines.

Key Accountabilities

The role demands a strategic thinker with a strong international urban planning and conservation background. 

Key accountabilities include:

  • Overseeing project management, including budget, program, quality control, and technical delivery.
  • Managing consultants in developing planning tools and strategic elements.
  • Leading efforts to integrate conservation planning into development projects.
  • Promoting sustainable use of natural resources through Nature Positive Zones and other conservation initiatives.

Essential Qualifications and Skills

The ideal candidate will possess:

  • postgraduate degree in planning, economics, or management.
  • At least 15 years of experience in urban planning or related fields.
  • In-depth knowledge of conservation zoning and management, including Special Management ZonesWilderness ZonesMarine Sanctuary Zones, and Conservation Zones.
  • Strong presentation and communication skills in English, with a working knowledge of Arabic being an advantage.

Conservation Expertise

A deep understanding of conservation zoning and management is essential, with specific experience in:

  • Special Management Zones: Tailored approaches for protecting unique species and habitats.
  • Wilderness Zones: Strategies for preserving sensitive ecological areas.
  • Marine Sanctuary Zones: Management of marine environments with minimal human impact.
  • Conservation Zones: Balancing tourism with conservation goals.
  • Activation Zones: Areas designed to support high visitation while protecting natural values.
  • Nature Positive Zones: Promoting sustainable resource use and landscape restoration.
